Registration of employers and employees with the relevant authorities, ensuring all mandatory employment and payroll registrations are completed in accordance with local legislation.

Working with international clients on payroll and HR administration, coordinating local employment requirements whenever needed.

Cross-Border Payroll & Posted Workers

Management of payroll for posted and expatriate employees, including the coordination and alignment of payroll calculations with the applicable legal, tax, employment and social security requirements in both the home and host countries. Support in ensuring compliance throughout the entire assignment period.

Benefits & Insurance

Support in arranging mandatory insurance and employee benefit plans in accordance with local legal requirements.

Preparation and review of gross-to-net and net-to-gross payroll calculations, including salaries, bonuses, allowances, overtime, statutory deductions and termination payments.

Payroll Compliance

Preparation and submission of payroll declarations, employer reports and other statutory filings required by the competent authorities.

Payroll Payments

Preparation of salary payment files and coordination of payroll-related payments, including taxes and statutory contributions (within the applicable deadlines).

Payroll Management

Management of the full payroll cycle, from payroll preparation to salary processing, ensuring accuracy, confidentiality and compliance with local legal requirements.

Additional Payroll & Statutory Services

Handling of additional payroll-related and statutory obligations, including sick leave reimbursement claims, monitoring and compliance with statutory employment quotas for persons with disabilities, calculation and payment of mandator fees, monitoring of substitute quota arrangements, and reconciliation of payroll records and tax liabilities with the Tax Administration. Support is also provided in identifying and resolving discrepancies between payroll records, statutory filings and records held by the competent authorities.

Our services also include the review and alignment of internal policies, procedures and documentation related to payroll and employment matters, particularly as part of the handover or transition of payroll processes, ensuring compliance with applicable legislation and internal requirements.

Denitza Vassileva

Denitza Vassileva is a senior business and legal expert with 18 years of experience managing companies, multinational teams and cross-border projects across Spain, Germany and Bulgaria. She holds Master’s degrees in European and International Law (Jules Verne University, France) and in International Law (Rey Juan Carlos University, Spain).

After starting her career as legal counsel for multinational companies, specialising in international contract law, corporate restructuring and M&A, she moved into senior management roles in Bulgaria, Spain and Germany. There she led international operations and managed payroll in all three countries, gaining first-hand knowledge of their payroll regulations, social security systems and compliance requirements.

In 2020, she founded her own firm in Bulgaria providing accounting, administrative and outsourcing services to French, Spanish and German clients, and helping foreign companies set up operations in the country.
As co-Head of the ETL GLOBAL Payroll Group, Denitza leads projects on cross-border payroll and employment compliance across Europe. She has seen international payroll from three angles: as a multinational searching for reliable providers, as a service provider, and as a company director complying with several national laws. This lets her understand both the needs of businesses and the constraints of professionals, and help companies find the best payroll experts in each country to make international payroll simpler and more secure.

 

Fátima Gouveia

Fátima Gouveia is an experienced Economist and Tax Adviser, with more than 15 years of experience in leading the payroll service strategy in her company.

Accustomed to working with international clients, she developed—with the support of the HR team—new methodologies, introducing more efficient work processes and a philosophy of excellence in customer service. This enabled her company to work with international partners who maintain high-quality standards.

Her extensive experience working with multinationals enables her to advise and guide them in making the most appropriate choices and understanding the context in which they will be operating.

As co-Head of the ETL GLOBAL Payroll Group her role is to help implement a strategy for acquiring international clients in the payroll sector, including marketing, coordinating service proposals, and developing tools that will boost this business area for ETL GLOBAL members, making the network a leading partner in the international market.
